The indulgence was in existence as early as the 17th century from what I recall by Pope Paul V. You can find it here:

I remember reading about a Jewish man in Israel who converted to Catholicism and later became a priest. He offered the mass in Hebrew as a special indult from the Holy See. This was in 1955: almost a decade before the end of the Second Vatican Council.
