"A near unanimity of American parents regard a school simply as an institution designed for the benefit of their child, and not also for the community as a whole."
In other words, parents have a duty to the community as a whole to academically educate their children for the good of the community as a whole.
If this were true, then conversely the community would in turn have the right to educate those children for it's own good, and while this may be a common enough conception among the illiterate intelligentia, nevertheless, it flies in the face of where the authority to educate inviolably does exist.
