The Osh Polygon

I can't for the life of me figure out why a bankrupt country needs "to move ahead with construction of a $10 million military training base in Osh, Kyrgyzstan, the site of a bloody uprising in June against the new government that reportedly left more than 300 dead" — U.S. base in Kyrgyzstan remains on track despite tensions. I mean, aren't our true interests closer to home, rather than spending taxpayer's money to "establish a more accountable and effective police force" in a place most Americans have no need of ever hearing about?
