Is he writing about Detroit? If not, clearly some other rust-belt ghost town, the environs of which I suspect are dear to your heart what with being from the Buffalo area and all.
Reading the description of his observations, I recall the one good movie Michael Moore pulled off - "Roger and Me". That was filmed in the 80's, this post is 2010.
Perhaps the movie: "Other People's Money", also comes to mind. The scenes where Danny Devito and Gregory Peck duke it out before the shareholders is THE threshold this country faced come the 1980s. You should do a post on them (Or maybe I should start my own blog!). Here are the scenes I'm talking about:

He could be writing about Detroit, Youngstown, Cleveland, or many other cities in the upper Midwest, often referred to as the "rust belt." Springfield, the nearest town to me, pretty much fits the description, and the only Dayton doesn't is due mainly to the DoD money flowing into Wright Patterson AFB and the Springfield AFG base with the new Reaper squadron.
