"According to the high-ranking source, the North’s military recently decided... to adopt a new plan in which it would occupy only a part of South Korea and start negotiating a cease-fire," replacing "the previous plan" in which the North's goal was to "occupy all of South Korea."

Is Kim Jong Il insane? Is he even in charge? Is this a testosterone laden bluff? N Korea can't even feed itself.
The US will come to S Korea's defense. International opinion (as anemic as that can be) will be against N Korea. Will Japan also come to S Korea's defense?
I doubt China will care to have a dog in this fight like they did in the 50s, and where is the USSR?
My answer to all those questions about NK is, "I have no idea."
I don't think Japan will come to South Korea's defense, or be able to, and China will disown the DPRK quite fast.
Seoul should really play the Beijing card, since it's economic ties to China are far stronger than Pyongyang's outdated and embarrassing political ties.
Japan (more than anyone else) has an interest in nukes coming screaming their way.
But after I posted the above I though two things:
Japan getting involved may put them at greater risk of this scenario.
And would S Koreans even want Japan involved. I don't think having Japanese forces in S Korean territory would fly.
But yes, China, Japan, and the US have an economic interest in the stability of S Korea, but economic interest shouldn't have to translate into military interest.
